| The Mid-City District promotes quality development, redevelopment, rehabilitation, and preservation within portions of the Thomas Square, Metropolitan and Baldwin Park Neighborhoods under the Comprehensive Zoning Ordinance. The Review Process A Certificate of Appropriateness is required for all exterior changes visible from the public right of way, new construction, demolition, or signage within the district boundaries. The process begins with an Application Submittal. For minor items, such as existing item repairs, color change, and the like, the City Preservation Officer can issue the Certificate of Appropriateness. More complex items, including new construction, require additional review by the Design Administrator. All applications shall be reviewed within 30 working days of receipt of fully completed application and supporting documentation.
