I-16 Flyover Removal Study in the
Total Mobility Plan

From its construction in the 1960’s, which resulted in the destruction of Union Station, as well as major portions of a once thriving commercial corridor and established residential neighborhoods, to the present, the I-16 overpass and exit ramps at MLK Jr. Blvd. and Montgomery Street have frequently been seen as a physical and psychological barrier to economic development, pedestrian activity and neighborhood revitalization along the corridor.

While the area to the north of the flyover has returned to prosperity in recent years, the area to the south has not seen the same rate of revitalization.

This study which includes a Transportation Analysis, Civic Master Plan, Economic Analysis and Real Estate Analysis will build on previous studies conducted by the Savannah Development and Renewal Authority (SDRA) in 1998, 2002, 2004 and 2009; and a 2008 GDOT study to demonstrate the financial feasibility of removing the existing overpass and returning the reclaimed right-of-way to civic and private uses under the guidance of a civic master plan developed through a citizen driven process.
