Questions and Answers

Question: As a subconsultant do we have to maintain an office in Savannah in order to be competitive on the subject project?

Answer: There is no specific requirement that prime or subconsultants maintain an office in Savannah, however, MPC will consider each consultant team’s proposed approach to providing effective service to the MPC on-site in Savannah as one factor in the overall evaluation process.

Question: Also, do we have to be pre-qualified if we are a subconsultant?

Answer: It is expected that subconsultants be prequalified by GDOT in their respective work areas.  In the event that a subconsultant provides services in a work area for which GDOT does not provide prequalification certification, eligibility shall be determined on a case by case basis by the MPC Executive Director.  

Question: Under the heading for “Format for Letter of Interest”, Item “Page 10 – Supporting Documents for Qualifications”, the second bullet is “Proof of no debarment – A copy of certificate or proof that the firm and sub-consultants have not been barred from working on any federally funded contracts". We are not aware of a specific certificate relating to this.  Will a letter stating the fact meet this requirement or is there some other more appropriate format?

Answer: An addendum has been posted to the MPC/CORE MPO procurement website.  Please download the addendum and use the format provided in preparing letters of interest.

Question: I am not familiar with the Chatham MPC’s client/consultant regulations. Can a consultant meet with your staff regarding this project (or any project, for that matter) after it has been advertised?

Answer: No.  Once the RFQ has been advertised, all questions must be submitted in writing.  All questions and answers will be posted on the MPO website at  http://www.thempc.org/Transportation/Transportation_RFP.htm.

Question: Are pre-qualifications and licenses required for sub consultants as well as the prime consultant?

Answer: Licensure and prequalification are required of both prime and subconsultant firms.  In the event that a subconsultant provides services in a work area for which the State of Georgia does not offer professional licensure, or for which GDOT does not provide prequalification certification, eligibility shall be determined on a case by case basis by the MPC Executive Director.

Question: Per Format Section, Page 10 requires GDOT Pre Quals, State of Georgia Licenses, Certification of Debarement (Sub and Prime), and five references.  May we assume that none of these items are included in the ten page limit?

Answer: In this section, one page should be used to list the required references and summarize the relevant qualifications of the team.  Actual certificates and licenses are treated as attachments, and are not be subject to the ten page limit.
